Abstract

Background

The Economic Mobility Pathways Pilot (EMPP) combines economic immigration and refugee
resettlement. EMPP is a route that facilitates the entry of competent refugees into Canada
through already existing economic initiatives, giving employers access to a fresh pool of
people who are qualified to fill employment their needs.

Results

Through short interviews, presented here are different perspectives of the programme, from
the first candidates to arrive to Canada in 2021, an organisation that implemented the pilot
programme in Kenya supporting refugees accessing this pathway and supporting the entire
process, a philanthropic organisation that supported implementing partners, and a rural
organisation that supports Canadian employers gaining access to a qualified workforce
abroad.
